PARADISE TWP – Police arrested a Monroe County man on allegations he abused a 7-year-old girl at least twice.  Philip Balinski, 36, of Cresco, is being held in lieu of $300,000 bail on charges of rape of a child, infoluntary sexual intercourse and other crimes. 

The charges were filed after police interviewed the victim about the alleged assaults which happened in 2010 and this year.
