Man with prior arrest for sex and drugs arrested again

STROUDSBURG - Detectives from the Monroe County District Attorney’s Office arrested a Kunkletown man on charges relating to promoting and patronizing prostitutes.

In November, Frank Marks, 54, friended an undercover detective on a fictitious Facebook account. The detective, Kim Lippincott, initially ignored Marks. Marks continued to message her utilizing Facebook Messenger all throughout November and December. Marks is known to Detectives from a previous arrest regarding a sex for drugs scandal on Craigslist in 2012.

An arrangement was made for Marks to meet his would-be partner. The first scheduled meeting did not happen, but on January 6th, 2017 Marks showed up for a second time to meet the girl. This time Detectives were ready and waiting.

Marks was arrested for patronizing a prostitute, a misdemeanor and promoting prostitution, a felony.   He will appear in Stroud Township court at a later date.
